Is it possible someone can upload the TSM4 addon files so that people who do not have access to the beta can use it?

I don't think it will be sharable since TSM 4 Desktop app needs Login credentials to actually work. Unless someone will crack something which will become free eventually.

if someone with TSM4 would plz share there copy. how to do it grab copy of your TSM4 folders from your interface / addon folder and put it into a .rar or .zip the rest is history

You are aware that TSM is free and you just need a free account to update it.
