They did a scheduled hotfix like they do after every expansion to lower the spawn rate of all mobs across the new zones, since less people level as time passes by. 
If you could test it and let us know if it's still working that would be great. I dropped skinning on my character.

Not only is this spot good to level skinning insanely fast, here is my haul for 1 hour of farming:

7 BoE Greens
1194 Calcified Bone
1690 Shimmerscale
1388 Mistscale
462 Stringy Loins
~3k Vendor Gold from Junk
1870 Blood-Stained Bones

If you have a lvl 110 character, using Kil'jaeden's Burning Wish Legendary you can get 1-150 in SKinning in less than 10 minutes flat.
If you are on a max lvl character it will take longer to kill mobs, so my advice would be having a farming alt at lvl 110, you can send all these mats to a leatherworker main to craft ~480-520  Shimmerscale Armguards to convert into expulsion
